The Republic of China (ROC) will be celebrating its national day on October 10th. Listeners in Southeast Asia are welcome to tune in to our live coverage of the national day celebrations from 0200 to 0300 UTC on 15320 KHz. Our regular broadcast to the East Coast and Mid-West of the United States will be cancelled from 0200 to 0300 on 9680 and 5950 KHz to make way for the live coverage in Chinese. A small group of Amateur Radio volunteers led by VU2UR and VU2LX have started from Bangalore Amateur Radio Club VU2ARC with equipment from Lions Club International ARC VU2ARC - a unique activity of Lions Club of Bangalore North (Club # 026596 District 324-D6) and hope to make many QSOs on SSB and CW.

Those who are making QSO are eligible for Special QSL Card provided you send your QSL card, Address Label (no SASE), sufficient postage stamp (Rs. 5/- if you are from India else 2 IRCs).

DW drops Bengali & Hindi shortwave txns for winter transmssion schedule

As expected Deutsche Welle has dropped all Bengali & Hindi shortwave transmissions for South Asia for the B10 season effective 31st Oct 2010.
Half an hour Bengali txn can be heard on MW 1548 kHz at 1530-1600 UTC (2100-2130 IST).
Urdu still continues on shortwave at 1430-1500 UTC on 1548, 12065, 15620,17860 kHz for B10 season.

BBG Chairman Isaacson Outlines Vision for International Broadcasting

Washington, DC, 09/29/2010
Broadcasting Board of Governors (BBG) Chairman Walter Isaacson laid out his vision for the future of U.S. international broadcasting in a keynote address as part of Radio Free Europe/Radio Liberty?s 60th Anniversary event on Sept. 28.
"Our traditional role of delivering the news top down needs to be complemented by a new approach that catalyzes social networks," said Isaacson. "By creating peer-to-peer global communities, we help guarantee the universal human right of access to the free flow of information."
Acknowledging the newly-appointed Board's launch of a year-long comprehensive review, Isaacson described the creation of "a great virtual global news service" that would provide reliable reporting for every medium, including social media created by members of BBG broadcasters' global audience.
As he outlined his imperatives for engaging citizens with limited access to news and information, Isaacson repeatedly stressed the importance of credibility in news broadcasting, noting that "trustworthy journalism" would pay dividends for U.S. foreign policy objectives.

New news programme launched by TWR-UK

TWR-UK is launching a new look TWR Today programme, broadcasting news and views live from its Manchester studios.

Listeners can tune into the new look current affairs programme to hear a clear Christian voice speaking into an increasingly secularised world. TWR Today broadcasts live at noon on weekdays with all the latest regional, national and international events. Cutting-edge news is presented with comment from Christian leaders, giving a Christian viewpoint on the issues which are shaping the world in which we live.

World Service boss announces cuts

World Service controller Craig Oliver announced the cuts in an email to staff

The World Service will no longer broadcast plays, the Proms or Wimbledon, as part of a cost-cutting exercise, the BBC has announced. Craig Oliver, controller of the English speaking section, said the "difficult decisions" he had been forced to make would come into force from April.

Radio Free Asia Wins at 2010 New York Festivals

WASHINGTON, DC - Reporters from Radio Free Asia's Vietnamese Service and Burmese Service won gold and bronze medals respectively at this year's New York Festivals. Both winning entries produced pieces exploring the issue of human trafficking in Asia. Additionally, broadcasters from RFA's Mandarin and Korean services were named as finalists by the competition's judges. "The honors bestowed on Radio Free Asia at New York Festivals showcase the journalistic excellence for which our news services consistently strive to achieve in some of the world's toughest media environments," said Libby Liu, President of RFA. "Two of our winners reported on the trafficking of women and migrants in Asia, and we hope this recognition underscores the need to continue informing our audience and the world about this prevalent and
nefarious issue."

"We at RFA pledge to continue bringing accurate, objective news to people living in Asian countries that restrict and censor the press." Information about RFA's winners and finalists, and their entries follows. · Broadcaster Khanh An of RFA's Vietnamese service earned the top award in the category of Best Ongoing News Story for her three-part series "A New Form of Women Trafficking." The series, which aired in March 2010, documented an incident of a Vietnamese woman being trafficked to Europe. The series examined some of the local factors and people and their roles in facilitating the woman's victimization.

· RFA Burmese reporter Kyaw Min Htun won a bronze award in the category of Best Coverage of Ongoing News Story for his stories on the human trafficking of Burmese refugees and migrants in Malaysia, which aired from January to May of this year. For his stories, the reporter interviewed ethnic Rohingya migrants, seeking asylum in Malaysia after being subjected to persecution in Burma. Many, however, once in Malaysia, faced exploitation by human-traffickers, abusive employers, and corrupt officials.

· Park Songwu of RFA's Korean language service, was a finalist in the NYF category of Best Human Interest Story for his four-part series on North Korea's youngest defectors. The series focused on the difficulties and challenges these individuals face once living in South Korea.

· RFA Mandarin's Tang Qiwei was also a finalist in the NYF History category for her piece on the 20th anniversary of the Tiananmen Square protests, which aired on June 4, 2009. The short audio documentary, which was edited by Feng Xiaoming, used interviews with many leaders, activists, and officials involved with or connected to the Beijing student-led demonstrations.

Zimbabwean radio broadcasts from Johannesburg

Zimbabweans living in South Africa have launched a radio station which they named Radio Mthwakazi FM, The Zim Diaspora can reveal. In a statement, the station's co-founding member Mr Gerald Ngulube kaNcube, said Radio Mthwakazi FM aims at creating community cohesion and address the negative impact of cultural decay that is affecting most Zimbabweans in the Diaspora.

IRRS-Shortwave update for Saturday Sept. 25, 2010

Last Saturday we had a glitch on the audio link, and we missed one broadcast in the usual Saturday IPAR slot (International Public Access Radio, http://www.nexus.org/IPAR). Radio City (the radio of the cars) will then reschedule on Sept. 25, 2010, at the same time, i.e. 10-11 CET (08-09 UTC) on 9515 kHz for the entire one hour broadcast. World of Radio with Glenn Hauser will be aired only at 20:00 CET, followed at 20:30 CET by 39 Dover Street (poetry and music from the UK with Stephen John Jones), and DX Party Line at 20:45 CET on 7290 kHz.

Voice of America Expands its Sudan Programming

30-minute English program airs Monday-Friday
Washington, D.C., September 20, 2010 - A new Voice of America program called Sudan in Focus goes on the air today with an exciting line-up of news, interviews and music.

VOA Director Danforth W. Austin says, "This program is going on the air at a critical time, as the people of southern Sudan prepare for the January 2011 referendum on whether to remain a part of Sudan, or become an independent nation." Austin says, "In order to make such a monumental decision, people need to hear from all sides. VOA will continue its tradition of providing balanced, comprehensive and independent reporting on this and other issues that are important to Sudanese, at home and in the diaspora."
The 30-minute English language program airs Monday thru Friday and will be available on shortwave, FM affiliates, and the Internet. It will offer the targeted audience in southern Sudan news of the country, region, and the continent.

Program manager John Ogulnik says Monday's premier show will feature complete coverage of the visit to the United States by Salva Kiir Mayardit, the First Vice President of Sudan and President of the semi-autonomous Government of Southern Sudan.
In addition, VOA has an interview with former U.S. President Jimmy Carter on his foundation's efforts in Sudan to eradicate Guinea Worm disease, and the significant progress made so far.
The program is funded by the U.S. State Department's Office of the Special Envoy to Sudan.

RFE's Pakistan Broadcasts Boosted To Nine Hours A Day

(PRAGUE/ISLAMABAD) RFE's programs in the Pashtun regions of Pakistan and Afghanistan are expanding from six to nine hours a day, starting today. Amid the growing number of extremist-controlled radio stations in the region, Radio Mashaal ("Torch" in Pashto) covers local and international news with independent reports on terrorism, politics, women's issues, and health care.

Recently, a mother who was the sole survivor of a 2008 Taliban attack on a prominent anti-Taliban family in the Swat Valley told her story on the air. Radio Mashaal also interviewed the only survivor of a Taliban attack on a local jirga earlier this year that killed 30 people.

"People don't know these stories," says Acting Radio Mashaal Director Amanullah Ghilzai. "The more we broadcast Taliban atrocities, the more people come forward to share their experiences."

In May, Radio Mashaal's Daud Khattak interviewed a 26 year-old Pakistani father of two whose hands were chopped off by the Taliban after being accused of theft. Two others also had their hands cut off, but local residents - including the men's families - never reported the incident to authorities for fear of Taliban retribution.

Radio Mashaal's extensive coverage of the devastating floods in Pakistan last month included live reports from affected areas, interviews with government officials, and reaction from the international community. One Radio Mashaal correspondent, Shah Nawaz Khan, reported on the devastation from Pakistan's remote northwest, venturing further into isolated areas than any other journalist in the region.

One of Radio Mashaal's most popular programs, My Home, My Village,takes an in-depth look at the people, history, and culture of villages across the region. Because of limited means, difficult terrain, and a dangerous security environment, listeners often know little about other people and places in the tribal areas.

RFE President Jeffrey Gedmin calls Radio Mashaal's increasing popularity "proof that people will never fail to choose truth over falsehood when given a fair chance to decide."

BBC Bangla time mix up continues

BBC Bangla continues to mix up the time announcemnt at the start of their 0030-0100 UTC transmission. Only on the Eid day ( Saturday 11th September 2010) did it announce correctly along with Eid greetings. Otherwise a mixed up recorded message continues. At 0030 UTC it gives the GMT wrong as " 11.30 GMT " whereas it should be 12.30 GMT. Indian time is mentioned as 5.00 am. Even this morning 14th September they were continuing with this bungle. Knowing the ways of BBC Bangla, this faux pas will probably continue till December 2010.The website announcement only gives the Bangladesh local time and mentions 6.30 am.

Launch of Radio Mewat

We are happy to announce the launch of Radio Mewat by SMART NGO. Though still at its testing stage we have started broadcasting a two hour program twice a day. It will be inaugurated and launched formally later this month. The frequency allotted to us is 90.4 FM. Our broadcast timing is 8am-10 am and 3pm to 5pm. The transmitter and Antennae was provided to us by UNESCO and was procured and installed by NOMAD India. The radio is headquartered in Nuh, the administrative block of district Mewat, a recently carved out district of Haryana.

About Mewat:
Mewat is an extremely backward area and marginalized district in the state of Haryana. Just 75 km away from the national capital it is seeped in poverty and illiteracy. Lack of potable water, health facilities, sanitation and hygiene are some of the concerns of this area. The radio could be an important tool for inclusive development and could assist in increasing the participation of the community in the process of development through information dissemination.

With its headquarters in the administrative town of Nuh, Radio Mewat will reach out to a niche target of roughly 4 to 5 lakh people. The Radio will have a reach of 15km (radius).

For a district like Mewat the community radio could play an important role- first in informing and then in helping access the information for self development. Acquiring knowledge is the first step toward change, whether this change is social, economic, cultural, legal, or political. Information is the catalyst, fuel, and product of this process of transformation that can stimulate change and a desire to change. With an agenda to include the excluded population the Community radio can be a unique and innovative tool for development.

The radio will help in disseminating information and will meet the objective of supporting "developmental and promotional activities" with a view to securing greater inclusion, particularly among weaker sections, low income groups and in backward regions. Radio Mewat is broadcasting programs on the local issue, the recently held Panchayat Elections, locally popular songs sung by the Mirasis, commmunicable diseases like swine flu, dengue etc.The District Collector, Mr CR Rana, has been very supportive and has always encouraged creative mediums for informing and educating the masses.

A whole generation that grew up on radio is rediscovering their lost pastime, of listening to faraway radio stations. Thanks to live online streaming, shortwave radio freaks are smiling again. BBC Students' Club goes live on LiveJournal

BBC Students' Club - bbcstudentsclub - is now live on the largest Russian-language blogging platform, LiveJournal.com. The new online community is aimed at both students of journalism and students of English.

The creation of the BBC Students' Club online community came as a result of the BBC Russian "University Tour" in the spring of 2010 when the broadcaster held a series of events at universities and major libraries in St Petersburg, Moscow, Voronezh and Yekaterinburg. BBC Russian showcased the best of its journalism, including new ways of reaching audiences by using the latest technologies, and engaged young audiences in live radio debates broadcast on the interactive programme, Vam slovo (Have Your Say). The BBC team also demonstrated BBC Russian's multimedia Learning English content at the universities and major libraries at each location.

As part of the new joint project between BBC Russian and LiveJournal, the BBC Students' Club will feature the content of the BBC College of Journalism as well as the bbcrussian.com website's multimedia Learning English lessons, in text, audio and video.
The bbcstudentsclub community on LiveJournal also will serve as a platform for young journalists to pitch their story ideas to the BBC. It also will feature the best of the bbcrussian.com Editors' Blog.

Radio Broadcast Launch of Community Radio in Lalitpur

Alapur, Birdha Block, Lalitpur: Community Radio (CR) achieved another milestone on 3rd eptember 2010. Its first Community Radio (CR) station 'Lalit Lokwani' went on air in Uttar Pradesh (UP) state, India, and officially began its broadcast to over 80 villages in Lalitpur district of Budelkhand region. A combined effort of UNICEF, Ideosync Media Combine and Sai Jyoti, a Laitpur based NGO, the region's first radio station was jointly put on air by Ranvir Yadav, District Magistrate (DM Lalitpur, Jugal Kishore, Joint Director Bharatendu Natak Academi UP and well known theatre personality who also recently made an appearance in Amir Khan's Peepli Live and Rajeshwari Chandrashekar, Programme Manager, UNICEF Lucknow at a gala function organized at the Lalit Lokwani station in Alapur.

FRS-Holland has officially become 30 Years old, that was on Tuesday August 31st.
Following our previous mail from a few weeks ago, we have received a number of contributions.
We would like to inform you we still hope to receive some more.....if you are/ were an enthusiast FRS listener, then take your chance to produce a little personal contribution, your personal FRS memories.

Either you put them 1) on a sheet of paper or 2) send them by mail and 3) most wanted: record your personal message and send an mp3 audio file. We realize most listeners are no deejays and do not have no recording facilities. Of course any written contribution is as much appreciated as a recorded one!!
All listener's contributions will be collected and together it will be our anthology of 30 years of SW broadcasts. When did you hear us for the first time, what was your favorite show, when did you get your first QSL, how much did you listen to FRS, any special on air moments you remember? All this info could be part of your personal FRS contribution.

BBC Bangla mix up with ghost of Bangladesh Daylight Savings time

BBC Bangla noted on 8th and 9th June 2010 with announcement in Bengali at the start of the 0030-0100 UTC transmission mentioning the local times as "6.30 am in Bangladesh and 5.00 am in India". It should should have actually read "6.30 am in Bangladesh and 6.00 am in India". This is a ghost of the Bangladesh Daylight savings time when Bangladesh local time advanced by one hour between 19th June and 31st December 2009.During this period BBC Bangla had advanced its transmission by one hour to keep up with this change. The Bangladesh Daylight savings time was scrapped before the next daylight savings time session which was supposed to have started on 31st March 2010.

It is not clear since when this mix up has been continuing. BBC Bangla frequency information in Bengali script in their website had remained backdated for well over one and a half years. Only recently has it been corrected.

BBC Proms 320 kbps AAC experiment

The BBC has launched an "experimental" 320 kbps AAC Internet stream carrying the Proms. The stream will be available until the Last Night of the Proms on Saturday 11th September, and the BBC would like people to listen to the stream while the Proms are on, then to provide feedback by filling in a short online questionnaire.

As it is an extreme rarity for the BBC to care about the audio quality it delivers on digital radio, let alone experiment with a bit rate as high as 320 kbps, would urge as many of you as possible to have a listen to this stream and to fill in the online questionnaire afterwards.

Fraunhofer IIS, the leading innovator of technologies for cutting-edge audio and multimedia systems, today announced the worldwide launch of Diveemo new small-scale video service for Digital Radio Mondiale (DRM) at IBC 2010. Initiated as a joint effort between Fraunhofer IIS, Thomson Broadcast & Multimedia and Chengdu NewStar Electronics, Diveemo delivers cost efficient large-area distribution of education and information video programs via DRM.

Developed by Fraunhofer IIS, Diveemo will be showcased Monday, 13 Sept. at the launch event hosted by the DRM Consortium at the Thomson booth, 1.D11. Diveemo offers free-of-charge reception and is independent of gatekeeper and third party providers like satellite and cable networks.

BBC Burmese At 70 – roadshow in Thailand launches newsletter for Burmese migrants

BBC Burmese marks 70 years on air with a roadshow in Mae Sot, Thailand – home to tens of thousands of Burmese economic and political migrants.

As part of special events and programming today, on the eve of the anniversary, in the border town between Burma and Thailand, BBC Burmese has launched its new monthly newsletter tailored for Mae Sot-based Burmese expats.

The first newsletter opens up with a message from BBC Global News Director, Peter Horrocks, who praises the role of BBC Burmese broadcasts in keeping Burmese people informed.

BBC Burmese launched on 2 September 1940 and has since reported all key events in Burma. According to surveys, the service has a weekly audience of 8.4 million listeners in Burma, reaching 22.9 per cent of the country's population.

Independent surveys also show that BBC Burmese has established itself as the most trusted international broadcaster in Burma.

In his message opening up the first issue of the BBC Burmese Newsletter, Peter Horrocks highlights the fact that BBC Burmese broadcasts have helped to keep the Burmese people informed – and empowered.

He says: "Long before the advent of the internet, the service has been a connecting and coordinating link between Burmese people and the rest of the region and the world.

"I hope very much that this newsletter will serve as an excellent medium to further reinforce those links, extending the outreach of BBC Burmese among its audiences and helping to create even closer ties with them."

The BBC Burmese special from Mae Sot includes a live interactive programme with Burmese schoolchildren there and other audience participation events.

Head of BBC Burmese, Tin Htar Swe, comments: "This is our first ever roadshow in Thailand, and it's going to be an exciting opportunity for us to engage with our audiences directly, listen to them and report their issues and their lives to the Burmese-speakers, wherever they are.

"We are also thrilled to be launching our brand-new newsletter during this roadshow – it's another way for us to connect with our audiences in this region."

BBC Burmese broadcasts for half an hour in the morning and 45 minutes in the evening. The programmes are presented from the London and Bangkok studios of the BBC.

The radio programming is broadcast on shortwave and on PAS10 and Palapa satellite television channels and streamed online via the website bbcburmese.com.

Digital for AM Band ? Maybe....

All India Radio tested the AM single channel Digital Radio Mondiale (DRM) simulcast system on a 100 kW transmitter last year. Unlike the DRM simulcast system that was tested around 2002 which used two adjacent channels, which clearly would not work in the USA, this system used operates on a single channel using an ingenious method of squeezing the digital carriers completely within a +/- 5 kHz channel!
